A free cell phone for disabled people is available through the Lifeline and Link-Up government program. Free government cell phones are sponsored by the Federal Communication Commission (FCC) and this program has been available since the 1980s. The purpose of this program is to give low-income disabled people communication services which they can use for emergencies, to make medical appointments and to call for transportation.

Lifeline and Link-Up programs work by offering low-income people a reduced fee for their phone service and this fee can reduce a person’s monthly phone bill by $10. Link-Up offers participants a $200 subsidy for the purpose of establishing phone service on a cell phone or land line system. The government also uses private companies to provide cell phones to individuals who qualify.
All states have their own unique criteria that they use to qualify disabled people for this type of service. Meeting the federal Poverty Guideline is important for receiving a phone. Many disabled people make a large portion of the low-income people who reside within the nation. So, in many cases, they are usually able to receive a free cell phone. Receiving assistance from government programs such as food stamps, section 8, heating assistance (LIHEAP) or Social Security Income also increases a disabled person’s chances for receiving a free cell phone. Lifeline and Link-Up programs can provide a free cell phone for a disabled person and enhance the quality of their life.
